Date:02-27 169 Belong to:News Information
From 3 June 2024, the EU's new Customs pre-entry security protection system - Import Control System 2 (ICS2) - will introduce new processes for goods entering the EU's 27 destination ports by sea, inland waterways, road and rail, as well as Norway, Switzerland and Northern Ireland.
This is the third phase of the implementation of the new system, which will extend security data reporting requirements to all modes of transport.
What is ICS2?
ICS2 is a new EU Customs Cargo forecasting information system adapted to global business models by improving data-driven customs security processes to facilitate the free flow of trade.
The system will collect data on all goods entering the EU before they arrive.
The system will be used by EU customs authorities to enhance the protection of EU citizens and the internal market against security threats.
In order to comply with the EU's Import Control System 2 (ICS2) regulation, the customer is required to provide the following additional information in the shipping instruction (SI) for submission by the carrier:
HS Code (6 digits) : Standard code used to identify goods in international trade
Detailed description of the goods: Provide specific, complete and accurate name of the goods so that customs authorities can identify the goods
The EORI of the consignee within the EU: the EU Economy Registration and Identification number, which is unique throughout the EU region, is issued by the customs of the EU member States to import and export companies or persons
Consignee address: includes street name, city, province, postal code and country
The implementation of Phase 3 can begin at any time within the timeframe of the following deployment window.
More information can be found on the European Commission's website.
